Blue HOPE is a free program available to the public every Wednesday in Manchester Township. Those fighting addiction can visit the Manchester Police Department on Wednesday or the Brick Police Department on Thursday to seek immediate critical help in fighting drug addiction.
The pilot program is being run in partnership with Preferred Behavioral Health in Lakewood and Integrity House in Toms River, and will allow substance abusers to go to those addiction services providers for treatment evaluation.
Any person who voluntarily goes to either the Manchester or Brick police departments and asks for help with addiction to heroin or opiates or any substance will be immediately screened for potential participation in Blue HOPE. Any person, regardless of where he/she resides can come to the Manchester Police Department on Wednesdays to participate in Blue HOPE.

To utilize the services of Blue HOPE:
- Come to the lobby of Manchester PD on any Wednesday between the hours of 8 a.m. – 3 p.m.
- No appointment is necessary
- Bring minimal personal property

Substance Use and Mental Health Group Meetings
Open discussion group on topics related to addiction recovery is held 6:30 pm to 8:00 pm Mondays. Meetings/open discussions on mental illness, management and recovery, are 6:30 pm to 8 pm on Mondays. Weekend Wellness and Double Trouble Group Meetings
Wellness meetings, which include topics such as goals, problem solving, and strategies are held 6:15 pm to 7:15 pm on Fridays. Double Trouble meeting for individuals with both substance use and mental illness are 7:30 pm to 8:30 pm Fridays. All meetings are at Journey to Wellness 25 S. Shore Drive, Toms River.
