On May 27, 2015, the Manchester Township Police received a report of a possible sexual assault involving a fourteen (14) year old female from Manchester Township.

A joint investigation was conducted by Detective Richard Jupinka of the Manchester Township Police Department and Detective Melissa Matthews of the Ocean County Prosecutors Office’s Special Victims Unit. As a result of the investigation, it was learned that Tiago J. Dias, age 29, from Gladstone Street in the Pine Lake Park section of Manchester Township, sexually assaulted the victim several times since January.

Following the investigation, Dias, who was known to the victim, was charged by Detective Jupinka with aggravated sexual assault and endangering the welfare of a minor. Ocean County Superior Court Judge Wendel E. Daniels set bail at $100,000 with no 10 percent option. Dias was arrested without incident by Detective Jupinka and Detective Matthews with the assistance of additional members of the Manchester Township Police on Friday, May 29, 2015, in Toms River and lodged in the Ocean County Jail in default of bail. He was also served with a restraining order entered under “Nicole’s Law,” which permits the victim of a sexual offense to obtain a restraining order against their offender and bars any form of contact as a condition of bail.
