The Manchester Township Police Department is proud to announce its participation in the newly launched Blue Envelope Program, a countywide initiative developed by Ocean County Prosecutor Bradley D. Billhimer, Ocean County Sheriff Michael G. Mastronardy, and Ocean County Police Chiefs Association President Michael Rogalski. This important program is designed to improve interactions between law enforcement officers and individuals with autism spectrum disorder during traffic stops and other encounters.

As part of this initiative, Blue Envelopes will now be available at the Manchester Township Police Department for individuals and families who wish to participate.

The Blue Envelope Program provides individuals with autism a dedicated envelope to store essential documents such as a driver’s license, vehicle registration, and proof of insurance. The envelope also contains helpful information about the individual’s diagnosis and communication preferences. The purpose is to help officers quickly recognize that the driver may have communication difficulties, sensory sensitivities, or heightened anxiety, allowing for a more understanding and supportive response.

This program aims to promote mutual understanding, reduce the potential for miscommunication, and foster safer, more positive interactions between officers and community members on the autism spectrum. In addition to the envelopes, the program includes training for law enforcement officers to enhance their communication skills when interacting with individuals with special needs.

The Blue Envelope Program complements the Ocean County Special Needs Registry, launched in 2022, which provides first responders with confidential information to better assist residents with special needs during emergencies.

“Ensuring the safety and well-being of all members of our community is our top priority,” said Prosecutor Billhimer. “The Blue Envelope Program is an important step in fostering positive and informed interactions between law enforcement and drivers who face communication challenges.”

Blue Envelopes can be picked up at the Manchester Township Police Department, located at 1 Colonial Drive, Manchester, NJ 08759. Family members and caregivers are encouraged to assist individuals in learning how and when to present the envelope during interactions with law enforcement.
